Actually, Forney was never able to annex that land because annexation laws prevented it.  The amount of land a city can annex is based on current population and area within the city limit.  Forney can only actively annex 10% of it's current acreage at a time, per year.  And they could not go more than 1 mile in distance from the established city limit.  Those limitations alone prevented the city from being able to get to I-20.  There have been several other annexations that occurred but nearly all of them requested to be annexed, like the Grayhawk, Fox Hollow and Chestnut Meadows developments.

It was my understanding that Forney could have started the annexation process long ago and taken in their maximum aloted area. Once you have annexed property can't you start all over three years later and extend it again.

The property has been in the Mesquite ETJ for years.  Forney would have to get a release from Mesquite to annex it, but Mesquite probably would not realease the land to Forney.  The problem is that years ago when Forney was able to extend their ETJ, they chose not to extend their ETJ and other Cities have.  Forney still has land that is in the ETJ of Forney and can become part of the city, but the land that is not in their ETJ is in other cities' ETJ.

Extraterritorial jurisdiction or ETJ is the legal ability of a government to exercise authority beyond its normal boundaries.

The lesson learned today is that before you buy anything in an unincorporated area you better find out the city that has the ETJ.

I tell ya what buying our second house we are learning so much:

1)  Don't buy a house in an HOA

2)  Don't buy a house that is on the ground level of a development and don't believe the conceptional plan of the developer -- because chances are if it is not already on the ground you won't be getting it.  And can I just say when we looked at the conceptional plan for WMF. . . I never believed it would be getting a golf course.  I did believe I would be getting hiking trails very close to my house, but they really turned out to be drainage ditches, bummer.

3)  Make sure you know the city that has the ETJ

4)  Be sure you buy enough acreage so you can have a buffer zone from the crazies.

Taxes should be used for NEEDS not wants.  You WANT something extra/special pay for it yourself, don't share the burden with other homeowners.  Why should people's taxes be so high and unaffordable?

I had all that down by the time I built in Forney except for the ETJ thing, I just hope Forney doesn't annex me...

I have a 1.2 acre corner lot, the back of the property has a dry creek and a tree line my neighbor on the side is far enough away and has a 6ft privacy fence on our shared property line...I don't even hear dogs barking for the most part

Most appraisal ditrict websites will show you this.  You just have to know how to use ESRI software on the web in most cases.  (ESRI is the world leader in GIS software by a MILE.)

You are right, they will annex again......

But the sorry SOB's will never take in enough residents to have to provide real sevices,
like sewer, water, trash pick up.

Hell, they can't provide decent fire, police or code enforcement.

What was I thinking ? 600.00 dollar a year in additional taxes don't get you much.

rant over....for now.

For the record, as previously stated,
This was mesquite annexing unincorperated Kaufman county..... considered Forney !

I grew up in North Mesquite also and graduated in 75 !!! I agree!! Mesquite used to be Mayberry,,,,its not the same town we know then !!

This, I do not understand. As ghetto as schools have become in Mesquite ---just look at John D. Horn high school --- why oh why would anyone want to become a part of that community??? But in reality Mesquite is doing this by force - and not by the choice of many folks who are getting annexed.

I imagine Mesquite has chosen to annex as much land as it can, because when you factor in the 10000+ houses that have been built in Creek Crossing and in the newer areas along Cartright east of 635 (where they are still building) .... way out to Lawson's Rd.... that has probably doubled Mesquite's income in the form of property taxes. A city will think along those lines, the revenue lines, first and foremost. And with the future George Bush expansion going down to I-20 ... there is a lot of potential down there in regards to not only residential real estate, but commercial and industrial real estate.
