I always thought people outside city limits are actually paying more then those living IN city limits in their taxes.  So where is that money going or was that incorrect?

Without researching it I would say we probably pay a similar overall tax rate to people that live in the city but we don't pay any taxes to the city itself. We do pay MUD tax and ESD(Emergency Service District) taxes so that we can be provided with infrastructure (water, sewer, roads within our communities) and fire/ambulance services. My guess would be that our MUD and ESD taxes are similar in amount to the city taxes.

Your property tax bill shows who you pay taxes to; I've also posted sample bills and comparisons of the tax rates and where the tax dollars go to on the forum throughout the years.

A quick comparison with the 2009 rates, though...
Windmill Farms Phases 2/3 - Home Valued at $146,700
KC ESD #6 $44.01       
KAUFMAN COUNTY $701.96       
ROAD & BRIDGE $114.43       
FORNEY ISD $1,922.82       
KAUFMAN CO FRESH WATER DIST 1C $1,163.33       
Total Tax Rate:   2.839500                 
Taxes w/Current Exemptions:   $3,946.55       

And a house within Forney city limits valued @ $146,200
CITY OF FORNEY $994.94       
KAUFMAN COUNTY $627.79       
ROAD & BRIDGE $102.34       
FORNEY ISD  $1,769.52       
Total Tax Rate:   2.697035                 
Taxes w/Current Exemptions:   $3,494.59       

Those living in Windmill Farms Phases 2/3 have a total tax rate of 2.839500 - by comparison, those living within city limits have a total tax rate of 2.67035 - on a house valued around $146k this worked out to a roughly $450 difference. So there's not a huge difference.

The difference comes from the fact that residents within city limits pay property taxes to the city; those in Windmill Farms Phases 2/3 are paying taxes to the Kaufman County Fresh Water Supply District 1C as well as the Emergency Services District. The ESD is what, if I'm not mistaken, provides our fire protection via the Forney Fire Department. KCFWSD 1C is what pays for our roads, water, sewer, etc.

I serve on the Board of Directors of KCFWSD 1C; all of our meetings, budgets, etc., are open to the public - if you're interested, I can post more info about the budget, but most of it goes to pay off the bonds we've issued to cover the cost of building the roads, water mains and other infrastructure items in Windmill Farms and the rest goes to maintaining that infrastructure and providing water service, etc.

Also how many new elementary schools did we build? HOw many people have we lost? Did we need as many schools as we built?  I think we have way too many elementary schools for a town this size.

9 elementary schools.  Where the population is 14,000 and declining.  I am curious... anyone know... what capacity are all these elementary schools running at?

Population declining?!? Where'd you hear that? The 14,000 number doesn't sound right either, since most recent figures I've seen have put the population outside of city limits but within the Forney area (roughly defined as the FISD attendance area) at about 10,000 people.

There is NOT alot of extra capacity in our Elementaries.  That is why they have built so many lately, because we were busting at the seams.  What space is there is because over-crowding had to be alleviated. 
Taught at Henderson this week.  They have more kids than the either middle school.

The 14,000 is inside the city limits only, that does not include all of the people in Windmill Farms, Travis Ranch, Windy Lane, Highland Prairie, Shamrock Ridge and Winner's Circle.  All of whose children attend FISD.  If we added all of those into the mix we would be closer to 30,000.
